Renewable Energy for Parks

The government’s long range goals were to reduce greenhouse gas and other emissions contributing to Climate Change. Renewable Energy for Parks was created under the BC Climate Change Business Plan (2000) to demonstrate and promote the use of renewable energy technologies in rural areas. Working with a very tight timeline, the Ministry needed organizational help to get the project started.

The Ministry, along with the Green Economy Secretariat, were tasked with creating partnerships, implementing demonstration projects, and developing a two year work plan and project evaluation framework. A steering committee was established to complete as much of this work as possible within a six week timeframe.

Management support was provided by Kim Walker Community & Environment to select a variety of renewable energy demonstration projects.  Responsibilities involved general secretariat services including budget tracking. Kim kept the momentum going for Steering Committee members to complete tasks by contributing the following program design tools and documents:

  • A committee work plan to monitor budget allocation and timelines
  • Evaluation criteria and decision analysis tools for project proposals and pilot project selection
  • Written materials for public and executive information
  • A funding proposal and support material for the federal government
  • A Contribution Agreement for Interpretation & Education Activities.

Kim also drafted a two-year work plan and other documents with criteria to evaluate project feasibility and results to assist in further developing the project over the longer term.

Nine renewable energy projects were approved for the 2000-01 fiscal year.  These projects included photovoltaic systems, a micro-hydro and sewage treatment system.  Signage, interpretive displays and education materials were also approved for development.  Soon after the planning stage was complete, the province received federal funding and began the installations.
